Temer congela reajuste e aumenta contribuição previdenciária para os(as) servidores(as)

A toque de caixa o presidente Michel Temer publicou na edição de ontem (30) do Diário Oficial uma nova Medida Provisória que fere na carne do funcionalismo público. A MP 805/17 muda as regras do jogo e mexe, principalmente, no bolso do(a) servidor(a): adia o reajuste salarial, aumenta a contribuição social e reduz a ajuda de custo e o auxílio moradia. Nem os aposentados e aposentadas ficaram de fora da pilantragem, que após avaliação do Congresso passa a ter efeito imediato. Entenda o porquê.

Com a MP, que dispõe sobre os servidores do Regime Jurídico Único, das autarquias e das fundações públicas federais, foram adiados os reajustes das categorias que negociaram para receber em quatro anos. Aumento agora só em 2019.

A desculpa utilizada pelo governo é a mesma de sempre: ajuste fiscal. A decisão tem efeito imediato. Sem discussão, Michel Temer ignora a pauta de negociação salarial deste ano e deixa à mingua os trabalhadores e trabalhadoras que já contavam com o dinheirinho a mais.

E vem mais “chumbo grosso” pela frente. O próximo ano já começa difícil: em fevereiro, a contribuição previdenciária dos servidores e servidoras que recebem acima de R$ 5.531,31 passa de 11% para 14%.

De acordo com matéria publicada pelo Departamento Intersindical de Assessoria Parlamentar, ficam de fora desta  alíquota  quem ingressou antes da instituição da previdência complementar e que tenha feito opção pelo Funpresp.

Aposentados e pensionistas também entram na dança dos 14%, com exceção dos portadores de doença incapacitantes, que permanecem com os 11% descontados em folha.

Para Carla Cobalchini, coordenadora de comunicação do Sinditest, o cenário pede uma resposta urgente da classe trabalhadora. “Estamos sendo diretamente atacados. O Governo Michel Temer já demonstrou por “a mais b” que a sua intenção é desmontar o serviço público e desmoralizar a nossa categoria. Mas se ele acha que vamos ficar de braços cruzados, tá muito enganado!”.

Tramitação

O Governo tem pressa para aprovação do pacote de maldades. Começa nesta terça-feira(31) e termina na segunda (06) o prazo para apresentação de emendas ao texto, que segue para ser examinado por uma Comissão Mista do Congresso.

Mobilização

Não vamos tolerar que as nossas conquistas sejam retiradas uma a uma. O momento é crucial e pede organização da categoria.

“Estamos orientando a categoria que siga mobilizada, siga cumprindo o calendário de lutas e mobilizações que nós estamos construindo para o dia 10 de novembro. A última plenária nacional da Fasubra já previa que viriam esses ataques e agora neste momento nós estamos tentando nos articular com outros sindicatos nacionais do funcionalismo para construir um enfrentamento, uma resposta à esses ataques do governo Temer”, afirma Gibran Jordão, coordenador-geral da Fasubra, federação que representa nacional os(as) técnicos(as) administrativos(as) em educação.

Agora, está nas mãos da base do Sinditest deliberar ou não pela adesão ao movimento paredista. A situação é grave! A solução é greve! Participe da assembleia geral de amanhã (01)!

Confira abaixo as principais mudanças:

Reajuste

Congela os reajustes remuneratórios previstos para 2018 em diversas categorias dos servidores públicos.

Contribuição social

Aumenta a contribuição de 11% para 14% em salários que ultrapassam o teto do INSS, hoje R$ 5.531,31. O valor de 14% será cobrado apenas sob a parcela do salário que ultrapassar o referido valor. Esse aumento vale para os servidores que entraram antes da complementar e não optaram por ela.

Ficam excluídos os servidores que entraram antes do regime de previdência complementar e escolheram aderir ao regime. E excluídos os servidores que entraram depois da complementar independente de aderirem ou não.[1]

Os servidores aposentados por doença incapacitante pagarão os 14% sob o valor que ultrapassar o dobro do teto do INSS, ou seja, hoje R$ 11.62,02. Desatacando que, da mesma maneira, os servidores pagarão 14% sob o valor que ultrapassar o dobro do teto.

Auxílio pré-escola e adicional de irradiação ionizante

A MP alterou o nome “creche” para “pré-escola” e retirou o adicional de irradiação ionizante da base de incidência da contribuição social.

Ajuda de custo

A ajuda de custo destinada a servidores transferidos por interesse da administração, antes calculada sobre o valor da remuneração e recebida de 1 a 3  vezes, conforme o número de dependentes, a partir da nova MP 805 será limitada ao recebimento de apenas uma remuneração.

Auxílio Moradia

A MP também limita o auxílio moradia, que será recebido 100% no primeiro ano e a partir do segundo ano diminuído em 25% a cada ano, até acabar após 4 anos.

[1]Antes: Pagava 11% sob toda a remuneração quem entrou antes da complementar e não aderiu. Pagava 11% até o limite do INSS, e o excedente pela complementar quem entrou antes e escolheu aderir ou quem entrou depois e não teve opção.
