O Senado Federal aprovou no último dia 03 de fevereiro o projeto que institui o Marco Legal da Infância. Entre outras coisas, ele estende de cinco para 20 dias o período de licença-paternidade. Por ora, a ampliação só vale para funcionários de empresas que fazem parte do Programa Empresa Cidadã, que desde 2010 permite a extensão do prazo de licença-maternidade de quatro para seis meses.

Embora ainda não seja permitida aos servidores públicos federais, a relatora do projeto aprovado no dia 03, Fátima Bezerra (PT-RN), informou que vai apresentar proposta para equiparar o benefício ao serviço público.

No Rio de Janeiro há um precedente: emenda constitucional apresentada por sete deputados, entre eles Marcelo Freixo (PSOL), e aprovada em dezembro de 2015, dá aos servidores públicos estaduais o direito à licença-paternidade de 30 dias.

O Sinditest-PR considera o aumento da licença-paternidade uma pauta essencial na promoção da igualdade de gênero. “Tudo o que é vantagem para o trabalhador, a gente tem que batalhar para que aconteça. Tanto o pai como a mãe tem a obrigação de cuidar das crianças”, argumenta o diretor do sindicato Luiz Fernando Mendes. Outro ponto que neste quesito compõe a lista de reivindicações do Sinditest-PR é o das creches dentro das universidades, para filhos de servidores e alunos. “Mas essa é uma discussão que está meio parada”, alfineta Mendes.

Países como China e Bolívia ainda hoje não concedem nenhum dia de licença-paternidade aos pais de recém-nascidos. Já nos países nórdicos, com o maior Índice de Desenvolvimento Humano (IDH) registrados atualmente, a licença chega a ser de 15 meses, compartilhada entre pai e mãe. Exemplos são Noruega, Suécia e Islândia.

O novo Marco Legal da Infância já foi aprovado pela Câmara dos Deputados, mas ainda depende de sanção da Presidência da República. A expectativa é de que não haja vetos.
