Professores federais decidem por greve nacional a partir do dia 28 de maio

Os professores das Instituições Federais de Ensino irão deflagrar greve a partir de quinta-feira (28). A decisão foi tomada neste sábado (16), durante reunião do Setor das Ifes do ANDES-SN, em Brasília (DF), com base nas deliberações das assembleias gerais realizadas por todo o país nas seções sindicais do Sindicato Nacional.

A deflagração da greve nacional dos docentes das IFE foi aprovada pela ampla maioria das 43 seções sindicais do ANDES-SN nas IFE presentes na reunião, da qual participaram 61 professores, representantes das seções sindicais.

“Chamamos os professores em todo o país a participarem das assembleias que serão realizadas para tratar da deflagração da greve. A hora é agora, as universidades e demais instituições federais de ensino estão à míngua, sem condições de funcionamento, enquanto o governo anuncia que vai promover mais cortes”, conclamou o presidente do ANDES-SN, Paulo Rizzo, lembrando que as assembleias devem ocorrer entre os dias 20 e 25 de maio.

“Além disso, no que diz respeito ao salário e à carreira, temos que obter conquistas ainda este semestre, sem o que não ganharemos nada em 2016, 17 e 18, pois a proposta de lei orçamentária do próximo ano está sendo definida agora”, acrescentou.

A greve foi o último recurso encontrado pelos docentes para pressionar o governo federal a ampliar os investimentos públicos para a educação pública, e dar respostas ao total descaso do Executivo frente à profunda precarização das condições de trabalho e ensino nas Instituições Públicas Federais, muitas das quais já estão impossibilitadas de funcionar por falta de técnicos, docentes e estrutura adequada.

Outro ponto que influenciou a deliberação foi a recusa por parte do Ministério da Educação (MEC) em dar retorno à pauta apresentada pela categoria. Em abril de 2014, o governo interrompeu as negociações com ANDES-SN em um momento que parecia haver avanço, após concordância com algumas bases conceituais para reestruturação da carreira docente. Este ano, ocorreu apenas uma reunião com a Secretaria de Relações do Trabalho do Ministério do Planejamento, Orçamento e Gestão, mas não houve nenhuma resposta à pauta de reivindicações dos docentes.

Reivindicações
A partir dos cinco eixos aprovados no 34º Congresso do ANDES-SN: defesa do caráter público da universidade; condições de trabalho; garantia da autonomia; reestruturação da carreira e valorização salarial de ativos e aposentados, reivindicar que o processo negocial seja retomado a partir do acordo assinado com a Secretaria de Ensino Superior do Ministério da Educação (Sesu/MEC), em abril de 2014, sobre os pontos conceituais da carreira, estabelecendo relação com a pauta emergencial, que cobra a reversão dos cortes no orçamento e ampliação de investimento nas IFE. Os docentes também lutam contra a contratação via Organizações Sociais e a terceirização no serviço público.

Vale lembrar que estas são reivindicações históricas da categoria docente na luta em defesa da qualidade da Educação Pública Federal e que a carreira dos professores federais sofreu profunda desestruturação após a alteração imposta pelo governo federal em 2012, com a lei 12.772.

O que acontece agora?
A deliberação do Setor das Ifes será levada para as assembleias locais, que acontecem no período de 20 a 25 de maio, nas diversas seções sindicais do ANDES-SN das instituições federais de ensino, para confirmação da greve na base.

Uma vez referendada pelos professores de cada instituição, haverá notificação às reitorias e as atividades serão suspensas por tempo indeterminado. Deverão ser instaladas assembleias locais permanentes e constituídos os comandos locais de greve (CLG). As eventuais atividades consideradas essenciais serão assim entendidas e negociadas entre as instituições e os CLG, considerando suas especificidades.

Na quinta, 28 de maio, será instalado o Comando Nacional de Greve na sede do Sindicato Nacional, em Brasília.
