Organização Sindical e Relações de Trabalho são debatidas na tarde do segundo dia do XXII CONFASUBRA

A tarde do segundo dia de CONFASUBRA ficou por conta dos debates sobre “Organização Sindical e Relações de Trabalho”. Os dois temas foram agrupados na mesma mesa de discussão em função das alterações na programação do Congresso, visando garantir que os principais temas de interesse da categoria fossem abordados.

Organização Sindical

Rodrigo Teixeira, do Sindicato Estadual dos Profissionais de Educação do Rio de Janeiro (SEPE), iniciou o debate fazendo um resgate da história do sindicalismo e destacando a burocratização das entidades a partir da década de 90. A dependência de verbas do imposto sindical por algumas entidades foi o principal ponto criticado pelo educador, que ainda denunciou entidades, como a CUT, que recebem recursos do Fundo de Amparo ao Trabalhador (FAT) para realizarem cursos profissionalizantes, o que o educador classifica como terceirização.

Roberto Miguel, membro da Direção Nacional da Central Única dos Trabalhadores, afirmou que ninguém precisa ensinar a CUT a defender o direito dos trabalhadores. O dirigente destacou os principais princípios da organização sindical defendidos pela central atualmente, como a formação de sindicatos grandes e fortes por categorias; a substituição do imposto sindical por uma taxa negocial; a luta contra o poder normativo da justiça do trabalho, garantindo que as negociações sejam feitas entre patrões e empregados; e a organização local de trabalho, de forma a aproximar os sindicatos até os trabalhadores.

Paulo Barela, da CSP Conlutas, chamou a atenção para uma dicotomia no movimento sindical nos dias de hoje, com a existência de dois modelos de sindicato, um que busca resultados, materializados em benefícios para os trabalhadores, e outro que vai além, e busca romper com determinados setores para a construção de uma sociedade justa. Barela, afirmou que a CSP vem construindo um trabalho diferente, que envolve movimentos populares, estudantes e outros setores, buscando avançar em um novo processo para o movimento sindical.

Relações de Trabalho

Celso Carvalho, do Coletivo Resignificar/CUT, afirmou que as discussões sobre relações de trabalho, que resultam em importantes conquistas, estão extremamente relacionadas a questão da organização sindical. Ele destacou, entretanto, a necessidade de se separar as disputas políticas das questões de relações de trabalho, pois algumas disputas trazem diversos prejuízos a categoria, citando como exemplo a racionalização da carreira.

Paulo Henrique Santos, Coordenador Geral da FASUBRA, resgatou a trajetória de luta que deu início à criação da carreira da Categoria dos Técnico-Administrativos em Educação e a implantação do PCCTAE (Plano de Carreira e Cargos dos Técnico-Administrativos em Educação). Ele destacou alguns momentos importantes em que TAE’s e Docentes estiveram juntos, unificando os trabalhadores em educação das Universidades. Paulo Henrique alertou ainda para a responsabilidade da Federação em unificar todas as bandeiras e organizar a luta dos trabalhadores.

Gibran Jordão, Coordenador Geral da FASUBRA, destacou a luta  pela redução da jornada de trabalho, tema que tem ganhado mais importância nos últimos anos, principalmente pelo crescimento dos casos de adoecimento e afastamento de trabalhadores por estresse e fadiga. Gibran enfatizou as conquistas dos TAE’s do Ceará, Bahia e Minas Gerais, que já realizam a jornada reduzida de trabalho e reforçou que a FASUBRA continuará lutando ao lado dos trabalhadores para a conquista da jornada reduzida para toda a Categoria.

A Juíza do Trabalho aposentada, Antônia Mara Vieira, abordou a questão da negociação coletiva no serviço público, destacando, durante a sua exposição, a importância desse tipo de acordo, que poderia ajudar a minimizar muitos dos problemas enfrentados pelos servidores públicos. No entanto, Antônia lembrou que na lei 8.112 tal direito era previsto, em um de seus artigos, mas acabou sendo declarado inconstitucional. Para ela, nesse momento é necessário ampla mobilização dos servidores para aprovação de uma proposta de emenda constitucional, a fim de garantir o direito à negociação coletiva também para o serviço público.

Almiram Rodrigues afirmou que embora o Governo se reúna para negociar aspectos da carreira dos Técnico-Administrativos em Educação, ele está aos poucos a destruindo. Ele enfatizou como principal aspecto da carreira dos TAE’s o fato de que ela valoriza todos os trabalhadores das instituições. Entretanto, na sua opinião, o Governo não contrata mais servidores das classificações A, B e C, destruindo aos poucos o projeto e abrindo espaço sobretudo para a terceirização, que já toma conta de parte das instituições.

Fátima Reis, da Central dos Trabalhadores e Trabalhadoras do Brasil, encerrou o debate destacando a diversidade de pontos relevantes levantados durante a discussão e apontou que todos são consequências do modelo econômico capitalista e da forma como o estado se organiza atualmente, visando garantir e defender a propriedade privada e os lucros para as classes dominantes. De acordo com ela, só é possível mudar este quadro se a classe trabalhadora se unir em um projeto que atenda às necessidades atuais e vá para a luta de forma organizada, independentemente de ideologias ou partidos políticos.
