Terminei ontem de ver a quarta temporada da série Black Mirror, que oferece um oceano de reflexões. É interessante como, na ficção, os problemas humanos são tratados com soluções supostamente modernas e high tech, que prometem ser a panaceia e não são mais que parte dos mesmos problemas. E é interessante como a vida imita a arte.
Também ontem, o Fantástico apresentou (mais) uma matéria denunciando irregularidades no ponto de médicos atendendo (ou que deveriam atender) pelo SUS. Esses profissionais batiam o ponto e saiam do trabalho para cuidar de demandas pessoais ou atender em clínicas particulares. O conteúdo disso, para além da indignação compreensível, merece uma reflexão.
O sistema de controle de ponto desses médicos era eletrônico. Há pouco tempo, no HC/UFPR, denúncias semelhantes foram usadas para implementar o ponto eletrônico e portanto otimizar o atendimento de saúde. Como já dizíamos à época, o ponto eletrônico não é capaz de promover qualquer melhoria, uma vez que serve para punir aqueles que trabalham, frequentemente em mais de um emprego, com jornadas extenuantes e salários baixos, e não coibe os desvios daqueles que tem “cacife” para não cumprir sua jornada. Os médicos que não cumpriam suas escalas possuíam supervisão, que, com ou sem ponto eletrônico, os incobria. À época da questão no HC/UFPR, o SINDITEST fez denúncias que envolviam o então vice-reitor, Mulinari, que manteria agenda na clínica particular em períodos de suposto expediente público. Jamais um trabalhador ou uma trabalhadora “chão de fábrica” teria tal benefício. Portanto, o controle eletrônico não passa de uma cortina de fumaça. Uma injustiça 2.0. Uma solução “Black Mirror”: como se as tecnologias estivessem acima dos problemas humanos.
O cerne da questão é que a melhoria dos serviços públicos e do Estado de forma geral, que de fato possui diversos problemas, passa sobretudo pela politização e não pela tecnicização da gestão pública, o que implica dizer que as tecnologias de gestão e os levantes judicializantes são inócuos. Os órgãos de controle, que tornariam na lógica vigente os serviços mais eficientes, apontam para uma engrenagem que roda melhor, mas não por isso mais justa, porque, com ou sem ponto eletrônico, quem trabalha deve continuar a fazê-lo, ao passo que os problemas estruturais são mantidos.
Nossos problemas são eminentemente políticos, e não de gestão. Compreender esse elemento é fundamental e nos faz entender que os diversos esforços que depreendemos caminham em um sentido moralista, que persegue os trabalhadores comuns e oculta motivações mais profundas. Daí a frustração de uma parcela da população que foi às ruas contra a corrupção do governo petista e enxerga hoje um governo ainda mais podre: caíram no argumento de que o necessário eram gestores mais eficientes, e não discutir a agenda pública.
Não há nada de ingênuo na confusão que se estabelece nesse ponto e na crença de que o judiciário ou órgãos judicializantes (aqueles que se afastam das tarefas do executivo para viver no controle fariseu dos incisos e artigos) são a resposta para a sujeira política do serviço público. Todos esses fenômenos, incluindo aí as campanhas midiáticas com verniz jornalístico, apontam para a dissolução do serviço público, que seria pesado, caro e irremediavelmente ineficiente. E a consequência é previsível: se tornar o controle mais sofisticado não é capaz de otimizar e moralizar, a exemplo do que mostrou a matéria do Fantástico, a privatização é a saída óbvia, não é?
Um parêntese: minutos antes da matéria do Fantástico, esteve no programa do Faustão o apresentador Luciano Huck, que falou como a política é importante, mas não no velho esquema direita x esquerda, e sim numa perspectiva de soma. Segundo Huck, ele está interessado em fazer um trabalho de “curadoria de pessoas” (sic). Achei familiar esse discurso… Talvez porque ele aponte para o fim da história com uma única novidade: vem numa roupagem Black Mirror.
Nós estamos entre aqueles que respondem de outra forma. Os controles mais sofisticado não serão capazes de resolver nossos problemas porque não são problemas de gestão. São problemas políticos. E politizar o Estado significa entender que há um eixo de classe na opção em supertributar os mais pobres, em ter uma polícia que escolha como inimiga a base e não o topo da pirâmide, em ter um judiciário composto pelos círculos mais elitizados, em ter um executivo e um judiciário eleitos em campanhas financiadas pelo empresariado corrupto, em pagar uma dívida pública que sequer devemos… Essas sim são questões que apontam para as causas da corrupção do Estado. Mas sobre isso não há levante moral, nem súmulas, nem pedidos de auditoria, nem reflexão barata de apresentador de TV. Porque a questão é em última análise de classe e quem vende as soluções “Black Mirror”, ainda que use um linguajar descolado em rede nacional, não apresenta nada de novo.
