A POLÍTICA DE EXPANSÃO DA EDUCAÇÃO SUPERIOR BRASILEIRA E OS SEUS TRAÇOS MARCANTES DE PRIVATIZAÇÃO E PRECARIZAÇÃO

O processo histórico da expansão da educação superior brasileira é constitutivo do histórico desenvolvimento econômico, político e social porque passou o Brasil.

A partir desta afirmativa o presente artigo se propõe a expor alguns elementos e reflexões sobre uma das principais preocupações que permeia, desde a sua gênese, passando por distintos governos, a educação superior no Brasil: a constante necessidade de sua expansão.

Partindo da constatação de que no novo estágio do capitalismo, marcadamente pelos seus contornos de mundialização e financeirização do processo de acumulação do capital, todos os setores da vida social são tidos como espaços potencialmente lucrativos, temos conosco que a expansão da educação no Brasil, sobretudo a da educação superior, que tem em contraste uma defasagem estrutural nesta área de formação, torna-se um ambiente altamente cobiçado para a exploração e a ampliação dos negócios dos grandes conglomerados financeiros-empresariais.

Dentro dos limites deste contexto, como podemos constatar no gráfico a seguir – elaborado a partir de dados obtidos do Censo da Educação Superior Brasileira dos anos 2002, 2008 e 2012 – nas últimas duas décadas assiste-se a uma exponencial privatização da educação superior, mediante, em grande parte, a um aumento desigual de Instituições de Ensino Superior (IES) privadas, se comparadas às instituições públicas. O grande paradigma deste processo é que a expansão destas IES privadas veio “a reboque” de políticas de financiamento e incentivo do próprio Estado, em detrimento de políticas de fortalecimento, ampliação e expansão das IES públicas.

A conformação privatizante da expansão da educação superior nos governos de FHC, Lula e Dilma

Os dados apresentados no gráfico deixa nítida a hegemonia conquistada pelos grupos privados na condução das instituições formadoras de trabalhadores diplomados em nível superior. Mas, a grande questão é como foi possível chegar a um quadro de tamanha disparidade entre as IES públicas e privadas? Para nós, uma rápida abordagem do processo histórico de conformação da política econômica brasileira pelos governos pós-período de redemocratização já é suficiente para se chegar a uma resposta, sem desconsiderar a importância que as medidas e acordos estipulados pelos governos militares têm na estruturação deste processo.

Em breve relato, é possível afirmar que no Governo de FHC (1994 a 2002), amparado por uma reforma neoliberal de Estado, em todos seus aparelhos, conduzido pelo seu Ministério da Administração Federal e da Reforma do Estado (MARE), instituiu-se uma política de alinhamento do país às exigências de desenvolvimento provocado pelo Mercado Mundial.

A institucionalização desta reforma, que promoveu o empresariamento e consequente privatização massiva da educação superior, deu aos contornos da Universidade às características necessárias para atender o padrão mercantil de produção do conhecimento (LIMA, 2012).

Com a ascensão do partido dos trabalhadores, representado por Lula, ao Governo Federal, nos idos de 2002, as mudanças realizadas se deram no sentido de aperfeiçoar a administração governamental para o atendimento dos interesses econômicos do mercado – contrariando as expectativas de diversos movimentos sociais defensores da educação integralmente pública e de qualidade, que apostaram na sua eleição como a possibilidade de mudança da política até então levada a cabo pelo governo FHC.

Nesta nova fase da expansão da educação superior, são constitutivas da majestosa ampliação das IES privadas as políticas públicas de financiamento direto e indireto, sobretudo, mediante o Programa de Financiamento Estudantil (FIES) e o Programa Universidade para Todos (PROUNI), ambos destinados para possibilitar o ingresso de Estudantes pertencentes a grupos economicamente vulneráveis a um curso formação superior. Dando este, às IES privadas, isenção fiscal em contrapartida a reserva de bolsas de estudos parciais – 50% da mensalidade – ou integrais – 100% da mensalidade – e aquele ao pagamento, com recursos do tesouro nacional, das mensalidades.

Assim, é indiscutível que, neste ponto, a reforma universitária, promovida pelos governos petista, foi ao encontro das exigências do empresariado brasileiro e até mesmo dos grupos de investimento de capitais transnacionais, expresso em grandes redes educacionais que atuam no Brasil, como a Kroton-Pitágoras-Unopar, Anhanguera e Estácio de Sá.

Se as IES privadas expandem-se a todo vapor, as IES públicas enfrentam uma expansão viciada pela precariedade

Outro fenômeno vivenciado, nestes últimos tempos, não sem elementos de privatização, é a expansão “anômala” da educação superior pública no país, com ênfase no subsetor das Instituições Federais de Ensino.

No sistema federal de ensino, destaca-se o Programa de Apoio ao Plano de Reestruturação e expansão das Universidades Federais  (REUNI), que basicamente expandiu as matrículas, sem o correspondente investimento em infraestrutura e expansão de recursos humanos – Professore e Técnico-Administrativos.

Para SILVA JR. e CATANI (2013), o REUNI, “embora de forma mais palatável a sociedade”, apresenta uma continuidade ao que foi realizado nos dois mandatos de FHC, onde aumentou-se o número de instituições e matrículas, com quanto, em proporções reais, diminuiu-se a contratação de Professores e de Técnico-Administrativos.

Percorrendo a linha mercantil e financeira para a educação superior o REUNI, conjuntamente a Educação à Distância (EAD), promoveu o aligeiramento da formação e a certificação em massa. Da qual os cursos de curta duração, cursos estritamente voltados ao atendimento das demandas do mercado, são representativos – a exemplo dos cursos superiores de tecnologia.

Assim, de acordo com Kátia Lima (2012), é preciso compreender a expansão provocada pelo REUNI como um dado alarmante. Pois, além de apresentar toda uma precarização das condições de trabalho dos profissionais das IES federais, carrega em seu bojo, um alargamento da concepção de universidade neoprofissional, heteronômia e competitiva.

Reproduzindo, para tanto, a noção de educação terciária, elaborada pelo Banco Mundial para os países subdesenvolvidos, para as Universidades brasileiras – reduzindo drasticamente a concepção de Universidade à qualificação de mão de obra que se destina a diferentes patamares da economia. Colocando-a exclusivamente a serviço dos interesses do setor empresarial nacional e internacional. Dando, assim, uma autentica continuidade ao processo de mercantilização da produção do conhecimento.

Assim, de modo geral, não podemos perder de vistas, na análise da expansão da educação superior brasileira, que junto a ela se reproduz massivamente os interesses e necessidades do capital, onde suas características são ressaltadas por um sobressalente privilégio social, ofertado à classe dominante, conjunto a um legado de sobras, oferecidas à classe trabalhadora.

Considerações finais

Neste percurso, sem muita dificuldade, é perceptível o movimento de interiorização dos valores privados no seio do Estado, onde as políticas públicas se tornaram as salva-guardas das bases para a reprodução e expansão da educação superior sob o domínio hegemônico dos grupos privados.

Precisamos ter claro que mediante a privatização do ensino superior nega-se as condições de formação ampliada. A que possibilite ao Estudante uma leitura crítica e contestadora da realidade social que o cerca – negando-se, assim, possibilidades reais de transformação social. Tem-se, todavia, o oferecimento de uma qualificação profissional, em nível superior, como único objetivo. Objetivo este que atende estritamente o interesse do mercado de disposição massiva de mão de obra “qualificada”.

Soma-se a estruturação destas condições privatistas de expansão e reprodução do projeto burguês de sociabilidade, os discursos ideológicos de que com a qualificação profissional rompe-se com as desigualdades históricas existentes no Brasil, promovendo-se a justa inclusão social dos trabalhadores. Desconsiderando, para tanto, as questões estruturais que envolvem o desemprego, nos limites do modo de produção da sociedade capitalista.

Assim, por tudo que foi apresentado, pode-se afirmar que o marco da expansão da educação superior, no Brasil, em suas conformações privatistas – frente a um capital que tem que permanentemente se reinventar e procurar novas fontes de recursos, para enfrentar sua crise estrutural –, atende a amplos interesses do mercado. Pois, descobriram nela que, em princípio, além de ser um potencial e atrativo campo para obter ganhos econômicos, trata-se de um dos principais espaços estratégicos de construção social do consenso que, neste caso, é utilizado deliberadamente em benefício do fortalecimento do projeto burguês de sociabilidade.
