DENÚNCIA: Reitoria da UFPR faz nova tentativa de criminalizar movimento grevista

Liminar de “reintegração de posse” do RU Central é desnecessária e infundada

Provocação tem o objetivo de conturbar negociações e impedir que os servidores tenham conquistas em relação à jornada de 30h e demais itens da pauta local


Após fracassar na tentativa desesperada de criminalizar a ocupação da reitoria realizada pelos estudantes, procurando inclusive meios para incriminar o Sinditest-PR e a APUFPR-SSind, a sanha repressiva do Reitor Zaki Akel e de seu Pró-Reitor Edelvino Razzolini dirigiu-se contra a greve dos servidores.

Há muitos anos as greves de técnico-administrativos na UFPR paralisam setores do Hospital de Clínicas, bibliotecas, coordenações de curso e também os RUs. Na greve desse ano, para diminuir os transtornos para a comunidade, os servidores que aderiram à greve decidiram paralisar o atendimento apenas no RU Central, deixando os demais abertos.

Mesmo assim, numa atitude arbitrária e nociva sob qualquer aspecto, a Reitoria da UFPR solicitou ao Poder Judiciário a “reintegração de posse do RU Central”, como se o RU estivesse “invadido”, e não paralisado em razão da greve.

Um Reitor sem palavra, que ignora as manifestações do COUN

O fato curioso neste caso é que o Conselho Universitário da UFPR aprovou por unanimidade, no dia 11 de julho, uma Moção de Apoio ao movimento grevista, onde se lê:

“O COUN reconhece que o direito de greve é um direito público consagrado na Constituição Federal a todos os trabalhadores brasileiros, inclusive os servidores públicos, independente de sua condição contratual, rejeitando desta maneira, no âmbito da UFPR, ações de qualquer natureza que porventura afrontem o efetivo exercício da democracia.

Por fim, reitera a legitimidade do movimento grevista e a garantia de que tal movimento e os trabalhadores que o compõem não deverão sofrer quaisquer formas de retaliação em vista do exercício legítimo desse direito.”

À revelia de tal manifestação, o Reitor Zaki Akel tem agido nos bastidores para criminalizar o movimento de greve e prejudicar o Sinditest-PR, através de repetidas ações judiciais contra o sindicato.

RU Central não foi “invadido”

Ao longo dos anos, o próprio Zaki Akel e seu vice Mulinari reconheceram, em diferentes ocasiões, que o RU Central, paralisado em decorrência da greve, sedia as assembleias e atividades do movimento grevista. Nunca, ao longo da história, isso foi questionado.

Para convencer o juiz a conceder a “reintegração de posse”, a Reitoria construiu uma versão fantasiosa, alegando “acorrentamento”, “piquetes”, “supressão do direito de ir e vir”, como se o RU estivesse “invadido”.

Nada disso é verdade. O RU Central está fechado porque os servidores estão em greve e não há quem possa realizar funções essenciais para o seu funcionamento. A Reitoria reconheceu, por exemplo, que o Serviço de Nutrição havia aderido à greve, razão pela qual não havia frutas, saladas e verduras no cardápio dos demais restaurantes no início da greve. A PRAE distribuiu panfletos aos alunos com tais informações. A PRA afirmou em entrevistas para a imprensa que a paralisação dos serviços era decorrência da greve (até a falta de carne foi erroneamente atribuída à greve). Mesmo assim, a Reitoria não se envergonha agora em mentir para o juiz, alegando uma “invasão” supostamente violenta.

A greve caminha para o encerramento. Por que criminalizar o movimento agora?

A última Assembleia Geral aprovou a orientação do Comando Nacional de Greve, de assinar o acordo e aguardar pelo encerramento unificado do movimento. Mesmo sabendo disso, a Reitoria optou pela criminalização. Por quê?

A razão é simples: a atual diretoria do Sinditest-PR é uma pedra no sapato do Reitor. Se os pelegos ou os governistas estivessem na direção do sindicato, sequer teria ocorrido a resistência contra a privatização do HC. De fato, os pelegos faziam campanha pró-EB$ERH (pensando nos cargos que poderiam ganhar), e os governistas faziam discursos ambíguos, ora a favor, ora contra, e não fizeram nenhum esforço prático para barrar a privatização.

Por outo lado, a atual direção do Sinditest-PR é um obstáculo também para os interesses da EB$ERH, que deseja acabar com a jornada de 30h no HC, com a creche e com diversas outras conquistas dos trabalhadores.

Para eliminar essa pedra no sapato, o Reitor vem usando todos os meios de que dispõe, atacando o sindicato, perseguindo seus dirigentes, usando a violência policial sempre que possível, usando o site da UFPR para campanhas difamatórias ou os processos judiciais.

Encaminharemos essa denúncia para a FASUBRA e para CSP-Conlutas, para que chegue ao conhecimento de todo o movimento sindical e para que, em nível nacional, o movimento repudie essas medidas sorrateiras de repressão adotadas pela Reitoria da UFPR contra os trabalhadores.

Não é a primeira vez (nem será a última) que enfrentaremos a perseguição do reitor Zaki Akel e de seu séquito de pelegos, carreiristas e oportunistas.

O Sinditest-PR vai recorrer dessa decisão, como sempre temos feito. Daremos uma resposta à altura.
