Assembleia de greve vai discutir ponto eletrônico na UFPR na quinta-feira, 02

assembleia3006638Uma assembleia extraordinária de greve, marcada para a próxima quinta-feira, 02 de julho, às 9h30, no RU Central, vai discutir o ponto eletrônico dentro da UFPR. A decisão foi tomada no encontro de hoje, quando os servidores resolveram que a discussão precisa ser aprofundada, a fim de consolidar uma proposta a ser apresentada para a reitoria.

O ponto eletrônico começou a ser implantado no Hospital de Clínicas logo após a Polícia Federal indiciar dez médicos que, de acordo com investigações, recebiam sem trabalhar. A partir de amanhã, a reitoria vai expandir a prática para os técnicos administrativos que trabalham nas pró-reitorias. Na avaliação dos grevistas, esse tipo de expediente ameaça a jornada de 30 horas, consolidada dentro da universidade.

A jornada de 30 horas é regulamentada dentro da UFPR pela resolução 56/11, do Conselho Universitário. “Não podendo cassar a resolução imediatamente, o que a reitoria quer é corroer pelas beiradas”, explicou Márcio Palmares, diretor do Sinditest-PR. Palmares diz que o ponto eletrônico é uma forma de pressionar e coagir os funcionários a voltarem a cumprir 40 horas semanais.

Ele lembrou que a resolução 56/11 foi “arrancada” da reitoria durante a greve de 2011, quando os servidores ameaçaram paralisar totalmente as matrículas de meio de ano. “Foi por conta da pressão externa que o reitor começou a sofrer. A resolução não é a melhor, não garante que as 30 horas não possam ser atacadas, mas foi o que conseguimos à época.”

A portaria que institui o ponto eletrônico, publicada no dia 26 de junho, não faz nenhuma menção às 30 horas. O documento diz que “o controle eletrônico será realizado por meio de acesso a internet em programa especialmente desenvolvido para registro dos horários de entrada e saída dos locais de trabalho” e que o registro “deverá ser realizado pelo servidor por meio de login e de senha de caráter pessoal e intransferível”. O servidores questionam o fato de logins e senhas serem tidos como “intransferíveis”. É possível que os dados sejam passados a outras pessoas, que poderiam “bater o ponto” nos computadores da universidade no lugar dos faltantes. “Quem burlava, vai continuar burlando”, disse José Carlos de Assis, da diretoria do Sinditest-PR. “A resposta ao ponto eletrônico é todo mundo vir pra greve”, estimulou ele.

Márcio Palmares também chama a atenção para o caso do vice-reitor Rogério Andrade Mulinari. Matéria publicada na edição de junho do Jornal do Sinditest-PR mostra que o vice-reitor, nos últimos dez meses, faltou pelo menos 29 dias ao trabalho no HC. “O reitor e o vice-reitor têm moral para implantar o ponto eletrônico? Aparentemente não, a julgar pelo comportamento do vice-reitor”, disparou. “Quando os órgãos de controle falam que os convênios da UFPR com o Dnit e com a Petrobras têm problema, o reitor lança mão da autonomia universitária para não investigar. Quando é para nos massacrar, ele acata”, disse.

Mulinari havia marcado uma coletiva para a tarde desta terça-feira, 30, a fim de responder à denúncia do Sinditest-PR. O aviso de pauta dizia que, além dele, o gerente da divisão de Atenção à Saúde do HC, Adonis Nasr, estaria presente. Na hora marcada para a coletiva, porém, apenas Adonis Nasr apareceu.

Duas propostas
Na quinta-feira, 02, duas propostas devem ser discutidas em assembleia. A primeira, propõe modificações na resolução 5611 e na portaria 1854, que institui o ponto eletrônico. Os servidores precisam decidir se rechaçam totalmente o documento ou se pressionam a reitoria a fim de garantir nele a jornada de 30 horas.

Uma segunda proposta já está pronta, e propõe a substituição da resolução 5611. O problema é que essa resolução foi construída pelo Fórum dos Representantes dos Técnicos Administrativos em Educação da UFPR (Fortae) e não passou por assembleia da categoria. Por parte de alguns servidores, há a desconfiança de que o Fortae seja ligado à reitoria. A proposta deve ser detalhada na quinta.
