Balanço preliminar, Por Márcio Palmares

O maior congresso da história da nossa federação terminou na sexta-feira, 8 de maio, com uma acirrada disputa entre apenas duas chapas. O resultado –648 a 620– surpreendeu a todos por reduzir para 28 votos a diferença entre as forças oponentes, que era estimada em 40 votos. Surpresas à parte, o resultado confirmou a expectativa geral: o XXII CONFASUBRA significaria uma inflexão na história recente da federação: daria a vitória às forças de oposição ao governo federal.

Essa polarização entre a oposição de esquerda e as correntes governistas perpassou o congresso, do início ao fim. Era preciso saber se a maioria da Direção Nacional da FASUBRA continuaria cumprindo um papel de subordinação disfarçada ao governo ou retomaria sua independência.

Embora as delegações se esforçassem para debater os temas propostos na programação, todos esperavam, na verdade, o desenlace desse conflito.

A primeira característica do XXII CONFASUBRA foi, portanto, esta: uma colisão frontal entre forças políticas opostas. Foi por essa razão que a proposta de realização de dois congressos (um eleitoral e outro para a discussão programática e política) apareceu o tempo todo no plenário e nos grupos de discussão. De fato, a tensão criada pela disputa da direção diminui o empenho das delegações e forças políticas nas demais discussões em pauta.

A segunda característica do XXII CONFASUBRA foi o choque entre duas ou até três gerações. Durante muito tempo –na era FHC, por exemplo– não houve concurso público para renovar a força de trabalho nas nossas universidades. Os postos de trabalho vagos foram ocupados pela exploração desenfreada dos estudantes (“bolsistas”) ou dos “precarizados”: fundacionais e terceirizados. Enquanto isso, nossa categoria envelhecia. Quando os concursos recomeçaram –já na era Lula– os novos servidores depararam-se com os antigos e, entre eles, havia um abismo geracional. Essa diferença se expressa em diversos terrenos. Entre eles, no terreno da política, das concepções de prática sindical e no terreno das ideologias.

A geração de dirigentes sindicais e ativistas das nossas universidades que está hoje na casa dos 50-60 anos foi jovem na década de 1980. Viveram a fundação do PT e da CUT. Presenciaram o fim da ditadura. Enfrentaram a década de 1990, o auge do neoliberalismo, já cuidando de seus filhos, então adolescentes problemáticos. Muitos deles deram o melhor de suas vidas para nossas universidades e hospitais e também para construir o PT, a CUT e a FASUBRA. Agora, quando começam a chegar perto da aposentadoria e a se preocupar com os netos, o governo e as políticas do PT não se parecem em nada com o partido que eles fundaram. Um governo que tira a pensão das viúvas, a proteção aos desempregados, o auxílio aos doentes, não pode ser um governo dos trabalhadores. Ao confrontar a realidade, veem-se diante de uma conclusão cruel demais: teriam desperdiçado suas vidas?

Enquanto a angústia profunda da experiência com a traição devora-os por dentro, alguns jovens que têm a idade de seus filhos atiram-lhes na cara, de forma impiedosa, a acusação de “traidores”, “governistas”. Esses jovens vêm hoje ao congresso da federação em ônibus confortáveis ou em aviões. O próprio congresso se dá num hotel confortável, com uma alimentação que a maioria não tem em casa (somos uma categoria pobre). A nova geração não passou pela experiência de realizar congressos em ginásios, viajar dias e dias em ônibus caindo aos pedaços, dormir no chão, comer marmita. Receberam tudo pronto, de mão beijada. E só entraram na universidade porque os antigos lutaram para que houvesse concurso. Não. Definitivamente a velha geração não quer ouvir a nova. Ela prefere se agarrar à memória dos velhos tempos.

Por sua vez, a nova geração foi criança na década de 1980 ou 1990. Cresceu na era Lula. Viu Lula atacar a previdência social já em 2003. Revoltou-se contra as traições do PT mas sem se sentir traída, pois não carrega em si o peso das recordações e a responsabilidade pelo presente. Essa geração enxerga sem nenhuma dificuldade a necessidade de se desvencilhar do governo Dilma Rousseff, mas não consegue se comunicar com a geração anterior. O resultado das urnas mostrou que os delegados e delegadas não mudaram de posição após o confronto. Mantiveram-se com os pontos de vista com que chegaram ao congresso.

O que devemos fazer para romper o abismo geracional e político e unificar nossa categoria? É o grande problema que precisamos resolver.

A terceira característica do XXII CONFASUBRA foi o esforço coletivo para superar as falhas organizativas (inerentes a um congresso com mais de 1200 delegad@s) e o respeito de ambas as partes ao resultado das urnas. Uma vez resolvidas as divergências do credenciamento, a democracia foi religiosamente respeitada. Nenhum incidente foi registrado.

Finalmente, a quarta e última característica: o XXII CONFASUBRA foi um congresso de preparação para a guerra social que acaba de começar. Foi um congresso para deflagrar uma greve. Dessa vez, a maior de todas. E isso se deve mais ao rigor das medidas do inimigo do que às nossas forças. Somos uma categoria combalida: empobrecida e endividada, com problema de saúde, de idade. Mas o que nos falta de recursos, nos sobra de coragem.

E essa foi a mensagem transmitida pelo Congresso: vamos lutar com tudo o que temos, até morrer. Carregamos nossas universidades e hospitais nas costas –para que por sobre os nossos ombros os professores pudessem lecionar e os alunos aprender– há muitos anos. E durante todo esse tempo defendemos nossa carreira, nossos salários e condições de trabalho. Não será agora que vamos abandonar tudo à destruição que o governo quer promover.

Unificar para Lutar! Todos à greve e à luta em defesa dos nossos direitos! Não aos planos de austeridade! Rumo à Greve Geral!
