A adesão de toda a base do Sinditest à Paralisação Nacional do dia 22 de setembro, próxima quinta-feira, foi aprovada em assembleia geral realizada nesta sexta-feira, 16, no Setor de Ciências Biológicas, no câmpus Politécnico da UFPR. A proposta é que as atividades do dia de greve sejam abertas à comunidade, com intervenções didáticas e lúdicas para que a população entenda a magnitude dos ataques em andamento e apoie a luta dos trabalhadores e trabalhadoras.
Também foi aprovado estado de alerta para deflagração de greve a qualquer momento, por tempo indeterminado. A medida se propõe a deixar a base preparada para paralisar caso algum ataque – como o PL 257 e a PEC 241 – seja aprovado no Congresso Nacional.
O terceiro encaminhamento da assembleia geral foi a homologação, através de aprovação por unanimidade, da indicação da direção do Sinditest do nome de Carla Cobalchini para compor a Comissão Paritária de Consulta (CPC), organizadora da consulta paritária para a Reitoria da UFPR –, em substituição ao servidor técnico-administrativo Paulo Adolfo Nitsche.

30 horas – um direito, não um favor
A assembleia geral foi realizada em conjunto com a última atividade da Semana de Greve de 12 a 16 de setembro: uma exposição sobre a questão das 30 horas. O advogado do Sinditest Ramon Bentivenha fez uma explanação a respeito da base jurídica do direito à jornada flexibilizada, e tirou dúvidas dos servidores e servidoras técnico-administrativos. O Setor de Biológicas e os campi de Palotina e Jandaia do Sul são os únicos setores inteiros onde as 30 horas ainda não foram implementadas.
O advogado mostrou que a legislação – a Constituição Federal, o Decreto 1590/1995 e a Resolução do Conselho Universitário (COUN) 5611 – dá respaldo jurídico à flexibilização da jornada. Uma das principais dúvidas dos servidores e servidoras era em relação à devolução de dinheiro. “A devolução de valores não pode ser requisitada porque fazer 30 horas não é descumprir a legislação. Só seria possível requisitar devolução de dinheiro se o servidor agisse de má fé”, tranquilizou Ramon.
Ele também ressaltou que o caminho para a conquista da jornada flexibilizada é muito mais político do que jurídico, já que as leis sempre têm “áreas cinzas” que podem ser interpretadas de acordo com a vontade política de quem as lê. Para o Sinditest, a luta deve se dar através de pressão no COUN – órgão máximo da UFPR, acima da Reitoria – e de mobilização junto às chefias imediatas e diretores de setor.
“Não podemos abaixar a cabeça. Temos que incomodar os chefias de setor e os diretores, porque senão eles vão se sentir à vontade para negar a regulamentação das 30h. Temos que fazer um movimento casado, e também pressionar o reitor para que a questão seja colocada na pauta do próximo COUN”, disse a coordenadora de Comunicação do Sinditest e membro da Comissão das 30 horas Carla Cobalchini. “As 30 horas não são um favor a ser concedido, são um direito”, reforçou o advogado Ramon Bentivenha.
