O Sinditest convoca os TAE’s do Setor de Agrárias para comparecerem à reunião do Conselho Universitário (COUN) desta quinta-feira, dia 1º de setembro, às 9 horas, com o objetivo de pressionar o Reitor a cumprir a resolução do próprio COUN favorável à flexibilização da jornada de trabalho. O Setor, juntamente com o de Biológicas e o Câmpus de Jandaia do Sul, ainda não conquistou as 30 horas porque parte dos membros da Comissão de 30 horas boicota o andamento do processo.
Enquanto o assunto não é resolvido, o caos está instalado no Setor de Agrárias. Alguns departamentos fazem 30 horas, outros fazem 40, há chefias que homologam a jornada flexibilizada e há chefias que se recusam a fazê-lo. Em meio a isso, servidoras e servidores ficam sem saber como proceder, até mesmo para registrar o ponto.
Ontem, segunda-feira (29), dois coordenadores do Sinditest e membros da Comissão das 30 horas, Carla Cobalchini e Luiz Fernando Mendes, estiveram no Agrárias, juntamente com outros diretores e diretoras e de uma advogada do Sindicato, para discutir a questão. A reunião foi uma demanda dos TAE’s do Setor, mas os demais membros da Comissão (servidores da PROGEPE, docentes e estudantes) não compareceram.
O Sinditest vai elaborar um ofício solicitando ao reitor que coloque o assunto na pauta do COUN desta quinta-feira (01/09). Convocamos servidores e servidoras a comparecerem à reunião para pressionar o reitor a solucionar definitivamente a questão.
30 horas ameaçadas
Além do funcionamento nada efetivo da Comissão, já que várias reuniões foram canceladas por falta de quórum, os representantes da PROGEPE e os docentes não querem analisar os processos antes que a Resolução 56/11 seja alterada, de acordo com as recomendações da Coordenadoria Geral da União (CGU).
Além disso, o próprio reitor informou, durante sessão do COUN ocorrida ainda no mês de agosto, que a PROGEPE está elaborando nova Resolução, inclusive com a possibilidade de uma Comissão Revisora para “revisar” os processos que já foram homologados pelo Conselho. Ou seja, além de não verificar avanços nos processos que estão parados, ainda constatamos que essa Comissão Revisora poderá remover a flexibilização de setores que já possuem as 30 horas.
Prevaricação
No encontro de ontem no Setor de Agrárias, a advogada do Sinditest Josimery Paixão afirmou que os membros que protelam a concessão das 30 horas estão cometendo crime de prevaricação. “A prerrogativa da Comissão é apreciar os processos das 30 horas, não é pedir alteração da Resolução. Eles estão procrastinando a regulamentação da jornada flexibilizada por interesses privados. Isso é crime e cabe processo administrativo”, denunciou.
Quanto à recomendação da CGU, Josimery esclareceu que se trata apenas de uma sugestão, não uma imposição, e que a Universidade tem autonomia administrativa e financeira para tomar suas próprias decisões. “É uma questão de falta de vontade política. Se o reitor tivesse a vontade política de conceder as 30 horas, ele concederia”, completou o coordenador-geral do Sinditest, José Carlos Assis.
