Servidores Federais fazem lançamento da Campanha Unificada 2015 em Brasília

Participantes do 34º Congresso do ANDES-SN marcaram presença no ato em que foi protocolada a pauta unificada da Campanha Salarial dos SPF

Um ato em Brasília (DF) marcou o lançamento da Campanha Salarial Unificada dos Servidores Públicos Federais (SPF) em 2015, na manhã desta quarta-feira (25). Mais de 500 servidores – na maioria docentes – realizaram manifestação em frente ao Ministério de Planejamento, Orçamento e Gestão (MPOG) e apresentaram a pauta do movimento. A atividade, convocada pelo Fórum das Entidades Nacionais dos SPF, foi incorporado à programação do 34º Congresso do ANDES-SN, que acontece na capital federal até sábado (28).

A concentração do ato começou às 9h. Enquanto os servidores iam chegando, iniciaram-se as falas no carro de som. Paulo Rizzo, presidente do ANDES-SN, falou sobre a crise econômica e como ela pode recair nos ombros dos trabalhadores, e ressaltou a importância da organização e unificação das lutas.

“O ANDES-SN está realizando seu 34º Congresso em Brasília e estamos aqui reafirmando a nossa disposição de luta com o conjunto dos SPF e na busca da unidade da classe trabalhadora para enfrentar os ataques e a perda dos nossos direitos. A crise se aprofunda e várias conquistas históricas da classe trabalhadora estão sendo retiradas. Será um ano de grandes enfrentamentos e precisamos estar preparados Os servidores públicos não aceitam e não vão pagar o ônus da crise econômica”, disse Rizzo.

Várias das falas dos representantes das demais entidades que compõem o Fórum dos SPF lembraram a enorme contradição entre a recusa do governo federal em negociar com os servidores federais, ao mesmo tempo em que reajusta os salários dos mais altos cargos do poder público e mantém a destinação de quase metade do orçamento para a dívida pública. Os recentes cortes no orçamento, que atingem diretamente a qualidade do serviço público nas diversas áreas, também foram citados nas intervenções.

Outro tema abordado foi a crítica situação da terceirização do trabalho no país. Além de apontar para a necessidade do fortalecimento das carreiras do serviço público e de realização de concursos públicos, foram denunciadas situações em que os terceirizados. Os trabalhadores do Complexo Petroquímico do Rio de Janeiro (Comperj), sem receber há três meses, também se fizeram presentes no ato. Eles acampam em Brasília desde a segunda-feira (23) para exigir seus direitos do governo federal e da Petrobras, responsável pela terceirização.


Reunião no Mpog

Durante o ato, representantes do Fórum dos SPF – organizador da Campanha Salarial Unificada – buscaram ser recebidos pelo ministro Nelson Barbosa, mas o governo recusou-se a atender os servidores. A polícia fechou o acesso ao interior do prédio. Depois de um apitaço na porta do ministério, os trabalhadores protocolaram a pauta de reivindicações. Entre os vinte itens, estão: reajuste linear de 27,3%, política salarial permanente, com correção das distorções e reposição das perdas inflacionárias, data-base em 1º de maio, direito de negociação coletiva, conforme previsto na Convenção 151 (da Organização Internacional do Trabalho) e paridade salarial entre ativos e aposentados.  Confira aqui os eixos da Campanha Unificada.

De acordo com Paulo Barela, representante da CSP-Conlutas, a posição de não receber os servidores federais demonstra falta de diplomacia por parte do governo. “Nós queríamos ser recebidos pelo Secretário de Gestão do Mpog, já que o Ministro está ausente, para apresentarmos nossa pauta e cobrar um processo efetivo de negociação. Não queremos que a primeira reunião com o ministério seja apenas no dia 20 de março”, afirmou Barela, em referência à reunião agendada pelo Ministério do Planejamento com as entidades nacionais dos servidores federais, para analisar a conjuntura.

Paulo Rizzo, presidente do ANDES-SN, também avalia que a recusa do governo em receber os representantes dos SPF sinaliza que o processo de negociação será duro. “O governo já convocou uma reunião para o dia 20 de março, mas esse encontro não foi convocado com base na pauta dos servidores. Essa reunião é para o ministro fazer um discurso sobre a situação econômica. Nós queríamos hoje ser recebidos justamente para apresentar a pauta e num outro momento ter uma resposta sobre nossas reivindicações. O fato do ministério não nos receber não é só uma questão de agendamento, já expressa que eles não estão dispostos a ter um processo efetivo de negociação com base nas nossas reivindicações”, ressaltou.

Rizzo destacou que ato foi muito importante como marco político e que, por acontecer durante o 34º Congresso do ANDES-SN, contou ampla participação dos docentes, tanto federais quanto estaduais, que se uniram as demais categorias servidores federais para cobrar do governo que abra o processo de negociação.

Para Paulo Barela, a tarefa de lançar a Campanha Salarial Unificada foi um sucesso, mesmo com a recusa do ministério em receber os representantes do Fórum dos SPF nesta quarta-feira, e que o momento de mobilização continua nos estados. “Viemos lançar nossa campanha, fizemos isso, e embora não tenhamos sido recebidos, entendemos que a tarefa foi vitoriosa. Protocolamos a pauta, solicitando a antecipação da reunião do dia 20. Temos um calendário de manifestações nos estados durante o mês de março, vamos preparar nossa luta porque a batalha é dura”, concluiu o dirigente da CSP-Conlutas.

Avaliação dos docentes

Os docentes presentes no 34º Congresso do ANDES-SN participaram em peso do ato de lançamento da Campanha Salarial Unificada dos SPF, e a avaliação da manifestação foi positiva. José Nunes, da Associação dos Docentes da Universidade Federal Rural de Pernambuco (Aduferpe – Seção Sindical do ANDES-SN), afirmou que o ato marca o início de um importante processo de mobilização. “É um marco importante, porque esse ato se dá dentro do nosso Congresso, instância principal de deliberação do Sindicato Nacional, é o momento de definição da nossa pauta de luta, e esse lançamento faz parte da nossa pauta de luta”, ressaltou.

Claudio Ribeiro, da Associação dos Docentes da Universidade Federal do Rio de Janeiro (Adufrj – Seção Sindical do ANDES-SN), também afirma a importância do ato. “Agora os servidores públicos federais, como um todo, entendem que é necessário construir uma unidade para pressionar pela garantia do serviço público para a população. Existe uma ameaça clara de privatização de tudo e isso é um inicio de uma luta longa em 2015”, disse o docente.

Elson Moura, coordenador do Fórum das Associações Docentes das Universidades Estaduais da Bahia (Fórum das ADs), ressaltou a importância da unidade entre os professores federais e estaduais nessa luta. “Mesmo sendo representante das estaduais, acho importante que a gente construa a unidade. Por mais que o conjunto de reivindicações seja dos SPF, é fundamental que as estaduais também participem por solidariedade e por conta da unidade”, concluiu, ressaltando que os ataques vividos pelos servidores nos estados são os mesmos que sofrem os servidores da esfera federal.
