Reunião aprova indicativo para início da greve nacional dos professores federais

Setor das Instituições Federais de Ensino Superior (Ifes) do ANDES-SN definiu, em reunião realizada neste final de semana (25 e 26), na sede do Sindicato Nacional, em Brasília (DF), a rodada de assembleias gerais, nas seções sindicais, pautando indicativo de greve dos docentes federais, com início da paralisação no período de 25 a 29 de maio. A reunião contou com a participação de 37 seções sindicais do ANDES-SN.

Segundo Paulo Rizzo, presidente do ANDES-SN, a mobilização nas seções sindicais nas próximas semanas será fundamental para definir as próximas ações da categoria. “O Setor aprovou o indicativo de período para inicio da greve, mas ainda dependerá da rodada de assembleias nas seções sindicais para definir se deflagraremos a greve e em que dia isso deve ocorrer”, explica.

O presidente do ANDES-SN ressalta que, em abril do ano passado, o governo interrompeu as negociações com o ANDES-SN, quando foi registrado um avanço nas tratativas sobre a carreira docente. “Desde então, não conseguimos mais no reunir para dialogar sobre a questão, apesar das inúmeras tentativas do Sindicato, e o MEC [Ministério da Educação] também não responde às nossas solicitações de audiência para tratar da pauta de reivindicações de 2015, a qual já protocolamos”, conta.

Durante na reunião do Setor das Ifes, os representantes das seções sindicais relataram a profunda precarização das condições de trabalho e ensino nas Instituições Federais, com problemas de infraestrutura, falta de docentes e técnicos para atender a demanda decorrente da expansão desordenada, o atraso de pagamento dos trabalhadores terceirizados, suspensão de contratos de manutenção e de fornecimento de insumos, atraso de pagamento das contas de água e luz, o corte de bolsa para estudantes (de pesquisa, de ensino e de extensão), corte de verbas de fomento e de diárias e passagens para participação em eventos científicos, dentre outras evidências da precarização. A situação vivenciada pela comunidade acadêmica nas IFE se agravou, em 2015, com os cortes impostos às verbas destinadas aos serviços públicos, que no setor educacional representou R$ 7 bilhões.

“Diante dessa realidade e com base nas deliberações das assembleias gerais já realizadas em abril, o Setor das Ifes avaliou a necessidade de ampliar a nossa luta em torno da pauta de reivindicações que aprovamos no 34º Congresso do ANDES-SN, realizado no final de fevereiro em Brasília, já protocolada junto ao MEC [Ministério da Educação], e para a qual ainda não tivemos nenhuma resposta”, reforça Paulo Rizzo. Os principais pontos da pauta dos professores federais são a defesa do caráter público de educação e a garantia da função social das IFE em prol da classe trabalhadora; reestruturação da carreira para o magistério federal, condições de trabalho, garantia de autonomia, valorização salarial para ativos e aposentados, e a luta contra a reforma da previdência – com a revogação das medidas provisórias 664 e 665.

Rizzo lembra a luta histórica dos professores em defesa da educação pública e pela reestruturação da carreira, e ainda em defesa do serviço público e contra a retirada de direitos dos trabalhadores. Nesse sentido, ele ressalta a mobilização que o ANDES-SN vem construindo em conjunto com os demais servidores públicos federais (SPF), organizada pelo Fórum das Entidades Nacionais dos SPF, que já resultou na vitoriosa jornada de lutas realizada em abril, que conseguiu antecipar as negociações com o governo federal em torno da pauta unificada dos servidores federais.

“Como resultado da reunião do Setor foi construído também um calendário de lutas dos docentes, articuladas a Campanha Salarial dos Servidores Públicos Federais (SPF), na perspectiva da construção de uma greve unificada”, aponta o presidente do Sindicato Nacional. Confira ao final da matéria.

Paulo Rizzo destaca ainda que na reunião realizada entre o Fórum dos SPF e o Ministério do Planejamento, o secretário de Relações do Trabalho Sérgio Mendonça sinalizou que até o final de maio o governo irá fechar o pacote de pré contingenciamento financeiro, com novos ajustes fiscais. “Isso impõe ainda mais urgência da mobilização, pois não podemos esperar que venham ainda mais cortes”, disse.

Entre os encaminhamentos da reunião do Setor das Ifes, está a realização de um Dia Nacional Paralisação dos docentes nas IFE, integrando o dia de luta chamado pelo Fórum dos SPF, mas com destaque para as pautas específicas em defesa da carreira docente, dos direitos de aposentadoria e contra os cortes de verbas na educação. “Diante da conjuntura, temos a necessidade de fazer do dia 14 uma grande demonstração de força da categoria, sem o que não conseguiremos avançar nem na pauta específica dos docentes nem na unificada com os demais servidores federais”, conclama o presidente do ANDES-SN.

Nos dias 15 e 16 de maio, ocorre nova reunião do Setor das Ifes, em Brasília, para avaliar a conjuntura e o resultado da rodada de assembleias sobre o indicativo de greve. Leia aqui o relatório da reunião.

Retrospectiva

A reunião do Setor das Ifes também fez um balanço das negociações com o governo federal, que desde o mês de abril de 2014 interrompeu as tratativas, apesar do representante do Ministério da Educação (MEC), na época, Paulo Speller, ter assinado um documento de concordância com os pontos iniciais para a reestruturação da carreira dos docentes.

Em 2015, foi protocolada no MEC a pauta de reinvindicações do ANDES-SN, resultado do 34° Congresso da entidade. Em 10 de março, o Sindicato Nacional participou de uma reunião no MEC, na qual, o então ministro da Educação, Cid Gomes, não compareceu. O secretário executivo do ministério, Luiz Cláudio Costa, apenas justificou a ausência do ministro, sem dar qualquer resposta à pauta.

“Mesmo diante das reiteradas solicitações de negociação junto ao MEC, completamos um ano da última reunião realizada para tratar das nossas reivindicações. O ANDES-SN tem pressionado o governo pela continuidade da negociação, com processo crescente de mobilização, expresso no desenvolvimento das atividades nas seções sindicais e na participação nas reuniões do setor, o que evidencia a insatisfação da categoria com os ataques do governo e a disposição de luta”, destaca Rizzo.

Calendário de Mobilização
a) Dia 01 de maio: fortalecer o primeiro de maio nos estados (colunas de servidores públicos nas manifestações);
b) Rodada de Assembleias de 28 de abril a 12 de maio, pautando o indicativo de greve com início no período de 25 a 29 de maio;
c) Dia 14 de maio: Dia nacional de paralisação dos docentes nas IFE em defesa da carreira-salário, dos direitos de aposentadoria e contra os cortes de verbas na educação;
d) Dia 14 de maio: reunião do Fórum dos SPF com a Secretaria de Relações do Trabalho / Ministério do Planejamento (SRT/Mpog), às 10h, com ato nacional em frente ao Mpog; 14 horas – Reunião ampliada do Fórum dos SPF;
e) Dia 14 de maio: mobilização, atos e paralisações em Brasília e nos estados, organizados pelos Fóruns estaduais dos SPF;
f) 15 e 16 de maio – Reunião do Setor das Ifes para avaliação da rodada de assembleias sobre o indicativo de greve;
g) 29 de maio – Dia nacional de paralisação contra o PL 4330 e MPs 664 e 665.
