Fim do abono permanência pode esvaziar órgãos públicos e onerar Previdência

O fim do abono permanência, uma das medidas propostas pelo Governo Dilma Rousseff (PT) para tentar equilibrar as contas públicas em 2016, pode promover o desmonte de importantes órgãos do serviço público federal e onerar ainda mais a Previdência.

O abono permanência é uma espécie de bônus concedido ao servidor que, estando em condições de se aposentar, opta por continuar na ativa. A partir de então, a União reembolsa o valor gasto mensalmente com a contribuição previdenciária, que corresponde a 11% da remuneração total. Na prática, isso representa um aumento de salário.

Só na UFPR, são 434 técnicos administrativos, de 3647 que estão na ativa (quase 12% de todo o quadro), e 186 docentes. Na UTFPR, campus Curitiba, 35 técnicos recebem o abono, 10% do quadro total, de aproximadamente 350 servidores.

INSS e IBGE
Em outros órgãos a situação é mais dramática. No INSS, 12,1 mil dos 33,4 mil trabalhadores permanecem na ativa por receber o abono permanência, o que dá mais de um terço do efetivo. A situação é semelhante no IBGE, onde dos 5,7 mil servidores ativos, mais de dois mil recebem o benefício.

Nacionalmente, de acordo com os números do próprio governo, hoje 101 mil servidores públicos federais recebem o benefício. Estima-se que outros 123 mil entrariam nesse grupo nos próximos cinco anos. A perspectiva, com o possível fim do benefício, é que todo esse contingente opte então pela aposentadoria, esvaziando os órgãos públicos federais.

Com o fim do abono, o Executivo espera economizar R$ 1,2 bilhões em 2016. Nos próximos cinco anos, a economia seria de mais de R$ 7,5 bilhões.

Severas críticas
O plano tem sofrido severas críticas de especialistas e até mesmo da CUT, a central sindical atualmente mais alinhada ao Executivo. “Essa medida, associada à suspensão temporária dos concursos públicos, significa um profundo desmonte da máquina da administração pública brasileira”, escreveu o secretário-adjunto de Relações de Trabalho da Central, Pedro Armengol de Souza, em artigo publicado no fim do ano passado. “Registramos, que em atividades essenciais, como saúde, a perspectiva é de caos anunciado”, previu ele.

A CSP-Conlutas, central sindical à qual o Sinditest-PR é filiado, avalia que o desmonte afetará não apenas os(as) trabalhadores(as) do serviço público, mas toda a população. “Todos serão afetados, pois haverá uma diminuição de servidores públicos na ativa para o atendimento da população e consequentemente o agravamento da situação já caótica no setor”, diz texto publicado no site da Central.

Histórico
O abono permanência foi criado por emenda constitucional em 2003, primeiro ano do Governo Lula, como parte da chamada “Reforma da Previdência”. O objetivo, de acordo com o próprio Executivo à época, era retrair a concessão de aposentadorias precoces e a evasão de quadros.Em 1991, o serviço público federal contava com 662 mil servidores. Em 2002, o número havia caído para menos de 531 mil. A instituição do benefício recuperou o quadro, e em 2014 o número havia subido para 705 mil.

“Assim, o atual perfil e quantitativo dos servidores públicos civis da União deixa de exigir estímulos especiais à permanência do servidor público civil na ativa, o que permitirá ainda natural efeito renovador no serviço público federal”, afirma o texto do projeto enviado pelo Executivo ao Congresso. No entanto, com os concursos cancelados e o fim do abono permanência, o efetivo do funcionalismo público federal pode cair nos próximos anos para algo próximo de 480 mil servidores, 50 mil a menos do que em 1991.

Previdência
O fim do abono deve impactar também os cofres da Previdência Social, já que com o cancelamento do incentivo para permanecer na ativa, os servidores devem agora optar pela aposentadoria. Ainda não está claro se os(as) trabalhadores(as) que já recebem o benefício também serão afetados pela medida.

Não há números sobre o possível impacto nas contas da Previdência, mas os cálculos do Ministério do Planejamento apontam que, se o governo fosse repor todo o quadro, os gastos seriam da ordem de R$ 12 bilhões, dez vezes mais do que a economia prevista. O Sinditest-PR entrou em contato com o Instituto Brasileiro de Pesquisa Econômica e Aplicada (Ipea), a fim de conseguir dados mais específicos sobre essa questão, mas não obteve retorno.

O fim do abono permanência depende da aprovação pelo Congresso de uma emenda constitucional. Para isso, é preciso que pelo menos dois terços dos 530 deputados e 81 senadores sejam favoráveis à medida. Atualmente, a PEC 139/2015 tramita na Comissão de Constituição e Justiça da Câmara.
