Apenas 20, das 63 universidades federais, receberiam reforço orçamentário do governo federal para pagar contas até fim do ano. Segundo matéria divulgada pela Associação dos Docentes da Universidade Federal do Rio de Janeiro (Adufrj SSind.), a informação foi divulgada pelo reitor da UFRJ, Roberto Leher, em reunião do Conselho Universitário na última semana (8/10).

De acordo com Leher, em reunião com dirigentes das Instituições Federais de Ensino Superior (Ifes), o Ministério da Educação (MEC) informou um limite de R$ 480 milhões para complementação orçamentária das universidades em 2015 e que esse montante extra seria destinado apenas para 20 instituições. De acordo com as informações divulgadas, o déficit estimado pela Associação Nacional dos Dirigentes das Instituições Federais de Ensino Superior (Andifes) em 2015 seria de R$ 1,6 bilhão.

Em relação à UFRJ, Leher disse que “de longe, foi a contemplada com os maiores valores”, da previsão de R$ 250 milhões para custeio e R$ 57 milhões de capital, a universidade, a partir de reuniões com decanos e diretores, enxugou para um “mínimo emergencial” de R$ 90 milhões e R$ 30 milhões, respectivamente. A contraproposta final do MEC ficou em R$ 26 milhões para custeio e R$ 6,7 milhões para investimento. Isto é, cerca de um quarto da cota crítica.

“Como mínimo, estamos falando do valor necessário para manter o funcionamento até o fim do ano sem que as dívidas (ainda que pesadas) ultrapassem três meses de atrasos em relação às empresas terceirizadas e quatro meses no caso das demais empresas, como a de energia elétrica”, esclareceu o reitor na reunião, acrescentando que diante da situação, num futuro próximo, a execução orçamentária precisará chegar ao Conselho Universitário.

Ainda segundo Leher, apesar da solicitação da Andifes, o MEC se recusou a apresentar, na reunião com os dirigentes as Ifes, a demanda consolidada do conjunto das Ifes. “Incitamos o ministério a apresentar todas as contas, nomeando-as, porque não há sentido em manter segredo sobre esses números”, relatou o reitor da UFRJ. “Exatamente para evitar essa cultura de busca, em separado, por apoio de parlamentares, da chamada política de balcão”, criticou Leher.

Segundo o reitor, a proposta do aporte de apenas R$ 480 milhões para 20 das 63 universidades causou “enorme mal-estar”.“Alguns dirigentes de universidades não contempladas sugeriram a reprodução da matriz Andifes (fórmula de distribuição dos recursos entre as Ifes)”, contou Leher.

“O que seria uma impropriedade, tendo em vista que a questão era o fechamento das contas até o fim do ano. Depois de muita polêmica, prevaleceu a distribuição, priorizando as instituições com maiores dificuldades para ajustar as dívidas”, relatou.
